AREA OF CONSIERATION: ALL QUALIFIED APPLICANTS who are current Military Members of the Ohio Army National Guard and/or those eligible to become a Military Member of the Ohio Army National Guard. THIS POSITION IS BEING ANNOUNCED IN ACCORDANCE WITH STATE MERIT PROMOTION PROCEDURES AND COLLECTIVE BARGAINING AGREEMENT. WEARING OF THE APPROPRIATE ARMY/AIR UNIFORM IS REQUIRED WHILE EMPLOYED IN THIS POSITION. PERMANENT CHANGE OF DUTY STATION (PCS) FUNDS ARE NOT AVAILABLE. DUE TO MANNING RESTRICTIONS, THIS POSITION WILL BE FILLED WHEN MANNING AND FUNDING BECOME AVAILABLE.
DUTIES: GS-11 70588000 – Incumbent serves as an agent of the United States property and Fiscal Officer on accounting, financial, and managerial issues that require examination by a financial professional. Performs quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up, and a variety of staff and systems accounting duties to analyze accounting records and to enhance the financial reports and operational data used by local management. GS-09 70587000 – Incumbent serves as an agent (in training) of the United States Property and Fiscal Officer on accounting, financial, and managerial issues that require examination by a financial professional. Performs routine or limited quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up, and a variety of staff and systems accounting duties to analyze accounting records and to enhance the financial reports and operational data used by local management. Assists higher-graded auditors with more complex reviews. Coordinates and performs reviews of accounting and operational functions. Position is located in the United States Property and Fiscal Office (USPFO). Incumbent reports to Internal Review Division Chief/Supervisor Auditor but may receive guidance and directions from a higher graded IR Auditor if assigned.
GS-07 70586000 – Incumbent trains in and assists higher graded Internal Review (IR) Auditors who serve as agents of the United States Property and Fiscal Officer on accounting financial, and managerial issues that require examination by a financial professional. Under close direction of supervisor or higher graded employee, performs routine or limited quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up, and a variety of staff and systems accounting duties to analyze accounting records and to enhance the financial reports and operational data used by local management. Assists higher-graded auditors with more complex reviews. Position is located in the United States Property and Fiscal Office (USPFO). Incumbent reports to the IR Division Chief/Supervisor Auditor but may receive guidance and directions from a higher graded IR Auditor if assigned.
GENERAL EXPERIENCES FOR ALL GRADES: Applicant must meet one of the following:
A. Degree: accounting or a degree in a related field such as business administration, finance or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term “accounting” means “accounting and/or auditing” in this standard. Similar “accountant” should be interpreted, generally, as “accountant and/or auditor”).
B. Combination of education and experience – at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education and training that provided professional accounting knowledge. Applicant’s background must also include at least one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
2. A certificate as Certified Public Accountant or a Certified Internal Auditor. Obtained through written examination.
3. Completion of the requirements for a bachelor’s degree or a higher degree with major study in accounting, auditing or a related field which includes substantial course work in accounting or auditing, i.e., 15 semester hours, but which does not fully satisfy the 24 semester hour requirement of paragraph A provided that (a) the candidate has successfully demonstrated the ability to perform work of the GS-11 or higher grade level in accounting, auditing or a related field, e.g., valuation engineering or financial institution examining: (b) a panel of a least two higher level professional accountants or auditors have determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency and level of advancement which is normally associated with successful completion of a 4 year course of study in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training and experience fully meet the specified requirements.
SPECIALIZED EXPERIENCE: (GS-11) – 1 year equivalent to the next lower grade (GS-09), (GS-09) 1 year equivalent to the next lower grade (GS-07), (GS-07) 1 year equivalent to the next lower grade (GS-05).
1. Experience in advising, administrating, supervising and performing professional auditing and accounting work, relating to the transactions of governmental organization.
2. Experience which required the application of accounting and auditing concepts, practices, techniques and standards in the performance of auditing assignments.
3. Experience in applying applicable laws and regulations to ensure established audit objective is being met.
4. Experience which demonstrates the abilities to plan an audit, gather, organize and evaluate data in complex areas and quickly separate essential from nonessential data.
5. Experience in identifying operational problems and recommending the required corrective action(s).
KNOWLEDGE, SKILLS AND ABILITIES (KSA’s):
1. Ability to advise, administer, supervise and perform professional auditing and accounting work relating to the transactions of governmental organizations.
2. Knowledge of accounting and auditing concepts, practices, techniques standards in order to perform audit assignments, using conventional and advanced audit techniques.
3. Knowledge of applicable laws and regulations, e.g., audit-by-objective and internal control programs, to ensure that audit coverage is appropriate to meet established audit objectives.
4. Ability to plan the audit and to gather, organize and evaluate data complex areas and quickly separate essential for non-essential data.
5. Ability to develop findings which identify operational problems and required corrective actions.
