*The following certificates are required as minimum qualifications:
1) Must be certified IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996, and obtain Experience Set COJ, Information Assurance-Management Level II (IAM II), IAW current AF directives.
2) Information Assurance IT Manager Certification IAW DoD 8570. The particular requirement is “Certified Information Systems Security professional”.
THIS POSITION IS BEING ANNOUNCED IN ACCORDANCE WITH STATE MERIT PROMOTION PROCEDURES AND COLLECTIVE BARGAINING AGREEMENT. WEARING OF THE APPROPRIATE ARMY/AIR UNIFORM IS REQUIRED WHILE EMPLOYED IN THIS POSITION.
PERMANENT CHANGE OF DUTY STATION (PCS) FUNDS ARE NOT AVAILABLE. DUE TO MANNING RESTRICTIONS, THIS POSITION WILL BE FILLED WHEN MANNING AND FUNDING BECOME AVAILABLE.
DUTIES: This position is located in the Communications Flight, Mission Support Group of an ANG Aviation Wing. As the Chief, the incumbent coordinates with DOD, AF, MAJCOMS< National Guard Bureau (NGB), other activities, and Wing Flying Units to procure, distribute, maintain, and replace requirements for all telecommunications infrastructure. Ensures compliance with applicable ANG, USAF, and MAJCOMS directives, policies, and tasking, for both wartime and peacetime requirements. Identifies funding and additional requirements to NGB to ensure they are programmed in the next funding cycle. Accountable for directing the information and data integrity of all base and tenant organizations, as well as geographically separated units (GSUs) and all communications and information functions. Provides guidance and direction to the Communications Flight through planning, coordinating, and directing a variety of functions including; maintenance, logistics plans, supply, multimedia, quality control, production control, ground radio, telecommunications, software test analysis, all data centers, technical service centers, help desks,communication networks (voice and data), network control centers, plans and programs, local computer program development and computer systems operations. Responsible for maintaining the integrity of all electronic and optical books and records of the Wing including review of computerized and manual systems, information processing and communication systems and operations. Through subordinate supervisors in the Information Systems branch and Information Transport Branch directs and supervises staff and production functions affecting very complex high performance equipment with a wide variety of high cost, sophisticated systems. Responsible for all technical support and maintenance, secure communications maintenance and support equipment maintenance. Maintains contact with civilian or military research and development agencies to achieve reliability, maintainability, and supportability of changing and technologically current equipment or systems.
GENERAL EXPERIENCE:. Technical, analytical, supervisory, or administrative experience which has demonstrated the candidates ability to analyze problems of organization, workforce, information, requirements, etc. and provide systematic solutions and the ability to deal satisfactory with others.
SPECIALIZED EXPERIENCE: GS-13 - 36 months experience in which the applicant demonstrates:
1. Experience in analyzing problems, gathering information, and recognizing solutions.
2. Experience which demonstrates an applicant’s ability to communicate orally and in writing in a clear and concise manner.
3. Experience in analyzing and organizing work processes into plans for computer solutions.
4. Experience in a computer related field performing such tasks as translating logical steps into language codes, computer console operations, and scheduling the sequence of programs to be processed.
5. Experience which demonstrates the accomplishment of computer project assignments that required a range of knowledges of computer requirements and techniques. Qualifying accomplishments involve the following: Knowledge of the customary approaches, techniques and requirements appropriate to an assigned computer applications area; planning the sequence of actions necessary to accomplish the assignment; and adaptation of guidelines or precedents to the needs of an assignment.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): GS-13
1. Knowledge and experience with the different industry standard help desk programs.
2. Knowledge and experience with the industry standard databases applications, i.e. Microsoft, Access, Oracle and SQL.
3. Knowledge and experience with web page development and design.
4. Knowledge in the Air Force logistic and property management procedures and regulations, and the ability to manage using data bases.
5. Knowledge and experience with the Air Force’s Information Technology training methods; Distant Training Technology Program (DTTP), Computer Based Training (CBT), Web Based Training (WBT) and Video teleconferencing (VTC).
6. Knowledge and experience with supervisory responsibility.
7. Knowledge of information technology and telecommunications programs as it relates to a Combat Communications Squadron.
EDUCATION: Undergraduate academic degrees in at least one of the following disciplines; computer science, cyberspace studies, information systems management, information resources management, mathematics, engineering, physics, or business disciplines with information management, or computer science specialization. Officers not meeting academic degree requirements can have a minimum of 24 credit hours of Information Technology related courses; to include but not limited to courses in telecommunications, computer science, upper-level mathematics (200-level equivalent or higher), engineering, physics, information systems management and information resources management. Graduate academic degrees in the above disciplines will also be considered.
