THIS POSITION IS BEING ANNOUNCED IN ACCORDANCE WITH STATE MERIT PROMOTION PROCEDURES AND COLLECTIVE BARGAINING AGREEMENT. WEARING OF THE APPROPRIATE ARMY/AIR UNIFORM IS REQUIRED WHILE EMPLOYED IN THIS POSITION. THIS MAY BE A DEVELOPMENTAL POSITION. PROMOTION IS NOT GUARANTEED, NOR IS THE PROMISE OF PROMOTION IMPLIED. PERMANENT CHANGE OF DUTY STATION (PCS) FUNDS ARE NOT AVAILABLE. DUE TO MANNING RESTRICTIONS, THIS POSITION WILL BE FILLED WHEN MANNING AND FUNDING BECOME AVAILABLE.
DUTIES: This position is located in the Army Comptroller Division of the US Property and Fiscal Office (USPFO). The purpose of the position is to perform the review and analysis of various procedures used to administer and operate the fiscal control systems of the state. This position also identifies, determines the cause of, and recommends corrective action to resolve difficulties, problems, and inefficiencies within these systems. This is an interim position for incumbents participating in a training program that will result in full qualification as a Staff Accountant.
GENERAL EXPERIENCES: Experience, education, or training which provided the candidate with a general knowledge of the principles of organization, management, and administration. This experience must demonstrate skills such as analytical, research, writing, and judgement.
SPECIALIZED EXPERIENCE: (GS-09) - 24 months experience in which the applicant demonstrates the following:
1. Responsible experience analyzing data, and drawing conclusions from varied and complex financial data.
2. Experience in any functional area of administration that relates to budgeting, accounting, auditing, management analysis, etc., which provided an understanding of the needs of administering problems.
3. Experience which includes planning, organizing and coordinating related financial work in situations where numerous diverse demands were required.
4. Responsible experience which included the responsibility for and the supervision and management of personnel.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): (GS-09)
1. Knowledge of and ability to analyze and evaluate complex financial problems.
2. Knowledge of and ability to utilize principles, methods, techniques and systems of financial administration.
3. Ability to plan, organize and coordinate related financial work to attain mission objectives.
4. Ability to supervise and mange personnel.
SUBSTITUTION OF EDUCATION: NOTE: College Transcripts are required if you wish to use Education as a substitution for experience or if a degree is a requirement for the position. A copy of the transcript must be submitted with the Job Application. For the first six months of specialized experience, study successfully completed in a resident school above high school level may be substituted at the rate of one academic year of study for six months of specialized experience, provided the study included at least 6 semester hours in subjects closely related to the personnel field. Such subjects include: English composition, public administration, personnel administration, statistics, psychology or other courses where primary emphasis is on writing skills.
