THIS POSITION IS BEING ANNOUNCED IN ACCORDANCE WITH STATE MERIT PROMOTION PROCEDURES AND COLLECTIVE BARGAINING AGREEMENT.  WEARING OF THE APPROPRIATE ARMY/AIR UNIFORM IS REQUIRED WHILE EMPLOYED IN THIS POSITION.  PERMANENT CHANGE OF DUTY STATION (PCS) FUNDS ARE NOT AVAILABLE.  DUE TO MANNING RESTRICTIONS, THIS POSITION WILL BE FILLED WHEN MANNING AND FUNDING BECOME AVAILABLE.

 

DUTIES: This is an interdisciplinary architect or engineer position. The nature of the work is common to the architecture or several engineering disciplines. The duties assigned to this position can be classified in either of the following architecture or engineering occupational series: General Engineering, GS-801 (this includes Architectural and Construction Engineering); Architecture, GS-808; Civil Engineering, GS-810; Environmental Engineering, GS-819; Mechanical Engineering, GS-830; Electrical Engineering, GS-850. The position will be classified to the  occupational series of the incumbent selected at the time that the position is filled.

 

SPECIALIZED EXPERIENCE: (GS-12) - 36 months experience in which the applicant demonstrates the following:

1.        Work experience which shows ability to read and design plans/blueprints.

2.        Experience in the preparation of bids which include:

a.   Construction operation

b.  Capacities of construction engineering

c.   Material types

d.  Cost of overhead, insurance, taxes, social security, etc

3.        Experience in planning and estimating materials, methods, and equipment needed.

4.        Experience in developing technical data and incorporating into formal specification.

5.        Experience in designing plans for drainage structures, roads, bridges, airfields, etc.

6.        Experience in preparing technical and engineering drawings.

7.        Experience in coordinating and negotiating with contractors and other personnel regarding engineering and administrative matters. 

 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): (GS-12)

1.        Knowledge in technical data collection and commonly applied engineering calculations and soil analysis.

2.        Knowledge of design and higher level mathematical principles (i.e., calculus, trigonometry, geometry, etc.)

3.        Ability to develop detailed designs, skill at estimating engineering cost, etc.

4.        Skilled in developing and evaluating proposals for designs and competitive bidding cost estimates.

5.        Knowledge of planning as design of single purpose structures (e.g., plumbing plant, bridges, etc.)

6.        Knowledge of kinds of construction materials, methods, and equipment needed.

7.        Ability to communicate orally and in writing in a clear and concise manner with technicians, engineers, public officials, user agency representatives, etc.

 

*NOTE: Candidates must meet ONE of the following:

1. Completion of a 4 year professional engineering curriculum leading to a bachelor’s or higher degree in engineering (architectural, civil, industrial, electrical or mechanical) in an accredited college or university.

2. Must have graduated from service academy with a major in engineering.

3. Must be currently registered as a professional engineer by any State, DC, Puerto Rico or the Virgin Islands.
