THIS POSITION IS BEING ANNOUNCED IN ACCORDANCE WITH STATE MERIT PROMOTION PROCEDURES AND COLLECTIVE BARGAINING AGREEMENT. WEARING OF THE APPROPRIATE ARMY/AIR UNIFORM IS REQUIRED WHILE EMPLOYED IN THIS POSITION. PERMANENT CHANGE OF DUTY STATION (PCS) FUNDS ARE NOT AVAILABLE. DUE TO MANNING RESTRICTIONS, THIS POSITION WILL BE FILLED WHEN MANNING AND FUNDING BECOME AVAILABLE.
DUTIES: This position is located in the Joint Forces headquarters-State, Logistics Directorate (J-4/G-4), State Surface maintenance Management Office. The primary purpose of this position is to serve as the Army National Guard (ARNG) Deputy Director of the Surface Maintenance program in large states. As the deputy, serves as an alter ego to the ARNG Surface Maintenance Manager and fully shares in the direction of all phases of the organization’s program which includes providing management direction, control, and accountability for ARNG surface maintenance programs and activities. These consist of, but are not limited to, Combined Support Maintenance Shop (CSMS), Maneuver Area Training Equipment Site (MATES), Unit Training Equipment Site (UTES), and Field Maintenance Shops (FMS). Work requires comprehensive managerial knowledge of the principles, concepts, and practices involving ARNG surface maintenance facilities, equipment, and services.
GENERAL EXPERIENCES: Experience, education, or training which provided a knowledge of practices and procedures related to property management; general maintenance systems, materials requirements, and scheduling procedures.
SPECIALIZED EXPERIENCE: (GS-12) - 36 months experience in which the applicant demonstrates the following:
1. Experience which has provided candidate with knowledge of operations in fields such as carpentry, painting, electrical, plumbing, boiler plant operations, construction and maintenance of lawns, roof construction, partition construction, acoustical treatment of walls, fire alarm and sprinkler system maintenance, refrigeration and ventilation.
2. Experience in managing and controlling budgets, materials, manpower needs, contracts and procurements, and other viable resources.
3. Experience which demonstrates the ability to perform estimating and contracting procedures.
4. Experience which demonstrates the ability to deal with organization and agency representatives and various contract and supply vendors.
5. Experience preparing and making budget estimates for new operations and preparing requests for new methods and equipment.
6. Experience in preparing and directing in depth programs to support all phases of major construction projects to include maintenance
and repair.
7. Experience that requires in depth knowledge of techniques use din the construction and maintenance field; and the ability to
manage, plan and organize the various skilled trades, such as plumbers, electricians, carpenters, etc.
8. Experience in preparing and participating in presentations to federal, state and local officials in support of major construction
operations and maintenance programs.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): (GS-12).

SUBSTITUTION OF EDUCATION: NOTE: College Transcripts are required if you wish to use Education as a substitution for experience or if a degree is a requirement for the position. A copy of the transcript must be submitted with the Job Application. For the first six months of specialized experience, study successfully completed in a resident school above high school level may be substituted at the rate of one academic year of study for six months of specialized experience, provided the study included at least 6 semester hours in subjects closely related to the personnel field. Such subjects include: English composition, public administration, personnel administration, statistics, psychology or other courses where primary emphasis is on writing skills.
