THIS POSITION IS BEING ANNOUNCED IN ACCORDANCE WITH STATE MERIT PROMOTION PROCEDURES AND COLLECTIVE BARGAINING AGREEMENT.  WEARING OF THE APPROPRIATE ARMY/AIR UNIFORM IS REQUIRED WHILE EMPLOYED IN THIS POSITION.    PERMANENT CHANGE OF DUTY STATION (PCS) FUNDS ARE NOT AVAILABLE.  DUE TO MANNING RESTRICTIONS, THIS POSITION WILL BE FILLED WHEN MANNING AND FUNDING BECOME AVAILABLE.

 

DUTIES:  This position is located in the Quality Assurance function in an Army National Guard (ARNG) Army Aviation Support Facility (AASF). The AASF provides flight, and flight training operations, Aviation Unit Maintenance (AVUM), Aviation Intermediate Maintenance (AVIM), and aviation maintenance training for supported Units. The purpose of this position is to establish, develop, and implement the AASF quality assurance and reliability programs.  Serves as the Quality Assurance Representative for the AASF.

 

GENERAL EXPERIENCE:  Experience, education or training which demonstrates the applicant’s skill to present technical information verbally or in written form; skill to apply guideline material by reading and interpreting technical material, and skill in dealing with others in a work relationship.

 

SPECIALIZED EXPERIENCE:  (GS-09) - 24 Months experience in which the applicant demonstrates the following:

1.  Experience with established principles, techniques and accepted practices of quality assurance work.

2.  Experience that has provided well grounded practice and theory in the area of specialization (i.e., electronics, ammunition, aircraft, etc.) with enough experience to operate in any job that is commonly done, using this expertise on the basis of judgment and initiative, without need for special advise.     

3.  Experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective action.

4.  Experience which required significant and concrete work accomplishments (i.e., special projects, working groups or detailing assignments); and involved interpersonal contacts in a quality assurance or related field.   

 KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  (GS-09)

1.  Knowledge of quality assurance procedures and methods, and the sources of pertinent regulatory and guideline material related to the functional activity supported by the quality assurance program.

2.  Knowledge of pertinent characteristics of the product(s) involved the operations or processes affecting critical characteristics, test and inspection techniques for assessing operations or processes to detect unsatisfactory conditions.  

3.  Skill in developing quality data sources, recognizing discrepancies, detecting trends, investigating to develop additional or corroborative information, and preparing documented technical reports of findings. 

4.  Skill in interpreting and explaining a variety of technical requirements and in making independent judgments concerning such things as the extent to which procedures are effective in controlling quality.  

 

SUBSTITUTION OF EDUCATION:  NOTE: College Transcripts are required if you wish to use Education as a substitution for experience or if a degree is a requirement for the position.  A copy of the transcript must be submitted with the Job Application.  A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience.  The education must have been in related fields such as production management, business management statistics, industrial technology, engineering or a discipline directly related to the specialization involved in the career pattern of the position to be filled.
